Pakistan Cricket Board (PCB) is seeking an experienced Senior Manager Procurement & Contracts to lead its end-to-end procurement function. The successful candidate will oversee procurement strategies, contract drafting, negotiations, compliance, and governance while ensuring procurement activities align with PPRA Rules, PCB policies, and applicable legal frameworks.

This role requires a highly experienced procurement professional with strong expertise in contract management, tendering, procurement laws, and strategic sourcing.


Key Responsibilities

  • Lead end-to-end procurement and contract management processes.
  • Develop and implement procurement strategies, policies, and annual procurement plans.
  • Ensure compliance with PPRA Rules, PCB procurement policies, and governance requirements.
  • Manage tender preparation, bid evaluation, negotiations, and contract awards.
  • Draft, review, negotiate, and administer commercial, service, works, and lease contracts.
  • Oversee supplier prequalification, vendor registration, and supplier performance evaluations.
  • Manage the complete contract lifecycle, including renewals, amendments, monitoring, and closeout.
  • Identify, assess, and mitigate procurement and contractual risks.
  • Ensure effective utilization of the e-Pak Acquisition & Disposal System (e-PADS).
  • Support procurement committees and provide strategic procurement advice.
  • Coordinate internal and external procurement audits.
  • Drive procurement process improvements and digital transformation initiatives.
  • Build strong relationships with suppliers and key stakeholders.
  • Lead and develop procurement team capabilities and performance.

Eligibility Criteria

Education

  • Minimum Bachelor's Degree in:
    • Supply Chain Management
    • Law
    • Business
    • Or a related discipline

Experience

  • Minimum 10 years of progressively responsible experience in:
    • Public & Private Procurement
    • Tendering
    • Strategic Sourcing
    • Contract Management
  • At least 3 years in a managerial role.
  • Hands-on experience in:
    • Contract drafting
    • Negotiation
    • Contract administration
    • Bid evaluation
    • Risk allocation and interpretation
  • Experience working under PPRA Rules 2004.
  • Practical knowledge of e-PADS.
  • Strong understanding of:
    • Contract Act 1872
    • FIDIC Conditions of Contract

Preferred Certifications

  • CIPS / MCIPS (Chartered Institute of Procurement & Supply)
  • FIDIC Contract Management Certification (Red, Yellow & Silver Books)
  • Certified Professional Contracts Manager (CPCM)
  • Certified Commercial Contracts Manager (CCCM – NCMA)
  • Other relevant professional certifications in contract management or contract law
