Job Summary

Mobilink Microfinance Bank Limited (MMBL) is seeking an experienced Head of Governance, QA & Procurement to provide executive leadership across IT Governance, SBP Audit Compliance, Software Quality Assurance (SQA), Change Advisory Board (CAB) Secretariat, and IT Procurement functions.

Key Responsibilities

• Lead the remediation of State Bank of Pakistan (SBP) IT audit findings, ensuring timely closure of regulatory observations and compliance with IT policies.
• Establish and enforce CAB gating policies, Release Management protocols, and Segregation of Duties (SoD) controls across IT operations.
• Oversee independent Software Quality Assurance (SQA) activities, including code quality checks and automated regression testing before business UAT.
• Manage IT vendor procurement, RFP commercial evaluations, AMC renewals, and software license compliance.
• Optimize technology procurement and spending through effective vendor and contract management.
• Serve as the primary executive contact for internal and external IT audits, SBP regulatory inspections, and enterprise risk reviews.
• Strengthen IT governance, quality assurance, compliance, and procurement frameworks across the organization.

Eligibility Criteria

Education:

• Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology, or a related discipline.

Experience:

• 12–15+ years of progressive IT leadership experience, preferably within banking or financial services.
• At least 5 years of experience in senior IT Governance, Audit, or Quality Assurance leadership.

Required Skills & Competencies

• Strong knowledge of SBP BPRD/IT guidelines, enterprise risk frameworks, and regulatory compliance.
• Expertise in ITIL, COBIT, Change Management, and Segregation of Duties (SoD).
• Ability to establish independent SQA quality gates and automated testing practices.
• Strong vendor management and IT procurement capabilities.
• Excellent executive communication, audit negotiation, and cross-functional leadership skills.
