Job Description
We are seeking an experienced Manager Procurements - Imports to manage the complete international procurement cycle, from technical requirements and supplier identification to commercial negotiations, contracting, shipping, customs clearance, regulatory compliance, and final delivery.
The successful candidate should have strong hands-on experience in international procurement, technical sourcing, China procurement, import regulations, supplier negotiations, and international logistics.
Key Responsibilities
1. International Procurement
Manage high-value procurement from China and other international markets.
Identify, evaluate, and develop technically capable international suppliers.
Conduct RFQs, commercial evaluations, and negotiations.
Negotiate equipment pricing, payment terms, warranties, lead times, Incoterms, and after-sales support.
Develop alternate international sources and reduce single-source dependency.
2. Technical Procurement
Understand technical specifications for electrical, electronic, telecom, IT, networking, surveillance, and engineering equipment.
Review technical offers and identify technical or commercial deviations.
Coordinate with Engineering, Projects, and end users to ensure technical compliance.
Support technical and commercial bid evaluations.
Evaluate technically equivalent alternatives before purchase.
3. Import & Pakistan Regulatory Compliance
Manage import documentation and customs procedures.
Handle HS/PCT classification, duties, taxes, and applicable import requirements.
Coordinate import permits and NOCs for controlled or restricted equipment where required.
Manage banking and international payment procedures, including LC and TT.
Review shipping documentation, including commercial invoices, packing lists, certificates of origin, Bills of Lading, and Air Waybills.
Coordinate freight, insurance, clearing agents, and port/terminal processes.
Calculate landed costs accurately.
Ensure compliance requirements are identified before placing orders.
4. China Procurement
Identify and verify Chinese suppliers and manufacturers.
Conduct supplier/factory assessments.
Negotiate with Chinese manufacturers.
Manage OEM/ODM procurement.
Monitor production and coordinate pre-shipment inspections.
Support Factory Acceptance Testing (FAT) and quality documentation.
Coordinate shipments and address production delays and supplier claims.
5. Commercial & Contract Management
Evaluate total landed cost rather than relying solely on quoted unit prices.
Negotiate payment milestones and commercial protections.
Review warranty and performance obligations.
Ensure appropriate liquidated damages/penalty provisions where applicable.
Manage claims, shortages, damages, and warranty issues.
Maintain complete and audit-ready procurement documentation.
6. Logistics & Delivery
Coordinate with suppliers, freight forwarders, and clearing agents.
Track production, dispatch, shipment, and customs clearance.
Maintain shipment trackers and expected delivery schedules.
Escalate delays and develop recovery plans.
Ensure delivery timelines remain aligned with project requirements.
Qualifications
Telecom, Electrical, or Electronics Engineering, or
MSc. Supply Chain Management
Degree from a reputed institute.
Candidate Profile
The ideal candidate should have:
Strong experience in international procurement and imports.
Technical expertise, preferably with an Electrical, Electronics, or Telecom Engineering background.
Experience procuring high-value technical equipment.
Strong China sourcing and supplier negotiation skills.
Practical knowledge of Pakistan's import and customs environment.
Strong commercial negotiation and cost-management abilities.
Knowledge of Incoterms, international logistics, and payment mechanisms.
Ability to review technical specifications and datasheets.
Strong supplier development and risk-management skills.
Ability to independently handle complex import cases.
Strong documentation, compliance, and audit-management skills.
